The system files remain hidden from the user on NTFS volume.
They describe various pieces of the file system.
The MFT will always have at least 16 records, which are reserved for the system files.
The system files are records 0-11.
MFT records 12-15 are marked "in use", but are empty (reserved for future use.)
MFT records 16-23 are marked "not in use," but are never used.
